Consultation on Climate Change, Sustainable Design, Construction and Energy Supplementary Planning Document

We are consulting on the new draft Climate Change, Sustainable Design, Construction and Energy Supplementary Planning Document (SPD) and would like to hear your views. Our online consultation is now open until 30 March.

The SPD sets out guidance for developers, planning agents and planning decision makers regarding the information that should be submitted with planning applications, the preparation of energy and sustainability statements, sustainable design and construction practice and the provision of low and zero carbon energy.

Leader of the Council, Councillor Caroline Reeves says:

"Our number one focus has to be on tackling Climate Change, and it is at the forefront of every decision we make as a Council. We must ensure all future developments meet the highest standards of sustainable design and contribute towards our commitment to addressing the Climate Change emergency.

"Since 2007 we have invested over £8 million on energy-saving projects, including insulation, boiler replacements, LED lighting, air source heat pumps and solar PV panels, and have recently committed a further £1.25 million to create an Energy Masterplan and deliver projects involving sustainable energy. They include developing better CO2 emission analysis, generating income from Renewable Energy Feed-in tariffs (FITS) and Renewable Heat Incentives (RHI) claims, and promoting Passivhaus standards for new build homes.

"We declared a Climate Emergency in July 2019 and are committed to becoming a carbon-neutral Council by 2030, as well as fully supporting the local Plastic Free Guildford initiative to minimise single-use plastics."

The document is not creating new policy but will supplement 'Policy D2: Climate change, sustainable design, construction and energy' and elements of two other policies in the adopted Guildford borough Local Plan: Strategy and Sites.

The consultation will run until midday on Monday 30 March 2020.
