We've published our first Independent Assurance panel report

We have published the first Independent Assurance Panel (the Panel) report. This report will go to Full Council on Tuesday 3 December.  

This is the first report of the Panel to Full Council following its appointment in July 2024. The report evaluates our progress since the publication of the SOLACE reports and subsequent roll out of the council's Improvement Plan.  

It is a critical document for us, as it offers an independent assessment and valuable recommendations to support the council's ongoing improvement efforts.  

Andrew Flockhart, Chair of the Independent Assurance Panel said:  

"The Panel considers the council's Improvement Plan to be fit for purpose and a strong foundation for progress.   

"Guildford Borough Council has made a strong and encouraging start in implementing its improvement plan. It has taken important steps to build robust structures, strategies, and systems while also strengthening management and staffing arrangements. These initiatives are positioning the council to plan and deliver improvements more effectively and efficiently.  

"Substantial progress has been achieved in the last six months, but the Improvement Plan stretches over a three-year period for a good reason. Significant issues and risks remain, which the council must continue to address. It is essential the council stays on track and continues to improve to fully deliver the objectives outlined in its Improvement Plan."  

Cllr Julia McShane, Leader of Guildford Borough Council said:  

"I am really pleased with the progress we've made in six months. We have already taken some bold steps improving our housing service and strengthening governance. We have implemented a robust corporate strategy, established meaningful staff values, and we are engaging with our community, particularly through our Tenant Engagement Group. We have tightened our control over budgets and our accounts were published on time.  

"We know there's still work to do. This is a three-year improvement programme, and our focus remains on continuous improvement. We're committed to working collaboratively with all councillors, staff, and our community to push our progress forwards and achieve lasting positive change for our residents, who deserve nothing less. We won't rest until we've built a resilient, well-managed council that we can all take pride in. One that truly serves our community."  

We are committed to providing independent updates on progress made against the Improvement Plan to Full Council every six months.
