Housing strategy 2025-2034

Our housing strategy sets out how we will deal with housing pressures in the borough and provide good quality housing for our residents.

The vision for the strategy is: Everyone has a safe, high quality, sustainable home that meets their needs and that they can afford as part of a thriving and inclusive community.

Homelessness Prevention and Rough Sleeping Strategy 2025-2034

Our new Homelessness Prevention and Rough Sleeping Strategy is a renewed commitment to support those who are homeless or at risk of homelessness.

The vision for the strategy is: Supporting those at risk of, or experiencing homelessness and/or rough sleeping through providing a high quality, responsive, person centred service at the earliest opportunity.

Tenancy Strategy 2025-2034

Our new Tenancy Strategy sets out how we work with housing providers to make best use of available housing, support stable communities, and ensure that social housing is allocated fairly and effectively. It provides a clear framework for the types of tenancies that may be offered and the factors that should be taken into account when making tenancy decisions.

Rural housing

Guildford Borough Council, Mole Valley District Council, Waverley Borough Council and the Rural Housing Enablers at Surrey Community Action have worked together to publish a new Surrey Rural Housing Statement. The statement sets out a shared commitment to supporting rural communities across Surrey by improving access to affordable homes, strengthening partnerships, and helping villages remain vibrant and sustainable.

The document highlights the key challenges facing rural areas including high house prices, limited supply of affordable homes, and increasing pressure on local services and outlines how councils and partners will continue to work collaboratively to meet local housing needs.

As part of our Housing Strategy and Rural Economic Strategy, we are supporting the delivery of affordable housing on rural exception sites. Rural exception sites are small plots of land that can be used for housing.

Our goal is to provide rural affordable housing for the local community to help families stay together and prevent the loss of local services.
