Joint Independent Remuneration (JIR) Panel

About the JIR Panel

Guildford and Waverley Borough Councils have both agreed to set up a JIR Panel. The panel will review both councils' allowances for councillors. It will make separate recommendations to each council about:

  • the types of allowances for councillors
  • the levels of allowances for councillors

The Joint Panel would also act as a parish remuneration panel.

This parish remuneration panel will:

  • produce a separate report for the parish councils in Guildford borough
  • produce a report for the town and parish councils in Waverley borough

The Joint Panel will meet in late summer 2023 and aim to complete its reviews by the end of December 2023.

What we are looking for

We would like to appoint two new members to our JIR Panel. These two individuals will join three existing panel members.

The members need to be:

  • local people with an interest in public service
  • local people who would like to contribute to public life
  • people with experience in local government (not essential)

About the role

We will provide training and admin support. Panel members are appointed for a term of four years. Panel members will receive an honorarium of £1,500.

Applicants must not be:

  • employees of either councils
  • current councillors of either council
  • councillors of any town or parish council within the Guildford and Waverley areas
  • disqualified from becoming a councillor
