Join the caravan site manager fit and proper person register
What you need to know
From 1 July 2021, most mobile home site owners (or whoever manages the site) must be tested to check they're fit and proper.
Applications must have been made between 1 July 2021 and 1 October 2021.
Only sites operating on a commercial basis need to make application. Park Home sites where the site owner or members of the site owner's family live do not need to apply.
We will write to owners of sites to tell them about what they need to make application.
It is a criminal offence for site manager/owners not to apply.

Who needs to apply?
The fit and proper person must be the person with day-to-day responsibility for managing the site. This could be the site owner or a site manager.
You will need to apply to be on the register if you:
- are a current licence holder
- have applied for a new site licence
- have applied to transfer a site licence to a new owner
To be a fit and proper owner/manager, you must prove:
- you have financial and management arrangements in place for the site
- you have the right to work in the UK
- you do not have offences relating to:
- fraud
- dishonesty
- violence
- arson
- drugs
- those listed in schedule 3 of the Sexual Offences Act 2003
- you have not broken the law in relation to:
- housing
- caravan sites
- mobile homes
- public health
- planning, environmental health, or landlord and tenant law
- breaking the law in relation to the Equality Act 2010, or in connection with any business
- harassment of any person
- insolvency within the last 10 years
- disqualification from acting as a company director within the last 10 years
Fees
The fee to join the register is £229 for each person listed in your application for the F&P register.
Your place on the F&P register will expire after 5 years. We then need a full and valid renewal application and fee payment.
Payment is due along with the F&P application. If it is not paid in 28 days of your F&P application we will refuse the application. We will also consider enforcement action.

We will consider how appropriate the persons you list in your F&P application are. This is in relation to the management of the site - on a case-by-case basis. We may contact you to discuss this.
In some circumstances we may refuse some/all the persons you wish to have included on the F&P register.
When an application for a named person on the register is not approved, the fee is not refundable.
Refunds
Application fees are not refundable if:
- the application is not approved or;
- if a decision is delayed
All application & annual fees are not refundable unless in exceptional circumstances. This is at the councils discretion.

Apply
You must send the following to apply:
- a completed application form (Word doc) [104KB]
- a basic DBS certificate (opens new window) which is no more than six months old
- evidence of the owner/managers experience in managing a caravan site. This can be experience and qualifications or documented procedures (e.g. complaints procedure)
- a management plan containing evidence of the site's:
- management structure and who persons on the register report to
- funding arrangements, funding sources for responding to complaints and day-to-day management of the site
