Read our 2025-26 Delivery Plan for A Greener, Fairer, Thriving Future

We have launched our bold new Corporate Delivery Plan for 2025-26, setting out a clear and ambitious roadmap to deliver on our vision of a Greener, Fairer, Thriving Guildford.

Building on the momentum of our Corporate Strategy, the Delivery Plan outlines a series of impactful initiatives designed to improve the lives of residents, support local businesses, and protect the environment. From a brand-new nature reserve at Burpham Court Farm to a £5.5 million investment in council home upgrades, we are putting our priorities into action.

The Delivery Plan sets out clear actions and measurable outcomes, enabling residents and businesses to hold the Council to account with progress being tracked through biannual updates to councillors.

Councillor Julia McShane, Leader of the Council said:
"This plan is about turning vision into reality. We're delivering real change, whether that's tackling climate change, supporting our most vulnerable residents, or preparing for the future of local government in Surrey."

Key Highlights for 2025-26:

  • New Nature Reserve at Burpham Court Farm to boost biodiversity and community wellbeing.
  • £5.5m Investment in council home kitchens and bathrooms.
  • Continued delivery of vital services like community meals.
  • Working with Surrey councils on local government reorganisation.

A Track Record of Action

Though this is the first formal delivery plan, we have already made significant strides since adopting our Corporate Strategy in July 2024. Highlights include:

  • 13% reduction in carbon emissions since 2019.
  • New Chester Bridge opened in Ash, easing congestion and improving safety.
  • Expanded food waste recycling to 1,500+ flats.
  • Award-winning animal welfare recognised by the RSPCA.
  • Restoration of Guildford House, preserving local heritage.

With a £16.5 million General Fund and a £45 million Housing Revenue Account, we are committed to delivering value for money while maintaining high-quality services. Regular budget monitoring ensures transparency and accountability.

Cllr McShane went on to say:
"This plan is our promise to residents. We're not just planning, we're delivering. And we're doing it with purpose, passion, and pride. The Delivery Plan is not just a document, it's a shared commitment to building a greener, fairer, thriving Guildford for everyone. A better place to live, work and do business."
